The Establishment Social Funds Services as a Means of Realizing State's Social Policy in the Sphere of Tourism and Recreation in Poland m the Years 1983-87 (on the basis of selected departments)
The establishment organized and financed tourism and recreation constitute a major part of all tourist offers in Poland. They are main instruments of realizing the state's social policy in the sphere of tourism and recreation, and they aim at enlarging and providing tourist consumption with egalitarian principles as well as promoting an active form of recreation among touristically passive groups of workers and social circles.
The elaborated, on the basis of the Chief Central Statistical Office data, analysis of the amount of finances paid to recreation from the resources of establishment social funds and the level of workers' payments, in selected departments, point out to antisocial results of the social policy system presented by various establishments.
Workers of high level payment departments profit by these funds to the highest degree. (Mining Industry and Energetics, Metallurgy and Machine Industry. While the low level payment departments profit by these funds to a considerably smaller degree.) Contrary to its name social fund in a general social scale does not level differences as far as satisfying recreational needs of separate socio-professional groups but, on the contrary, it increases them.
Such a "picture" of social tourism and at the same time its failure in the social policy aims lead to a conclusion that its working model is defective and should be abandoned in spite of pressures of departamental lobbies which, profiting by high social funds at the cost of the rest of the society, defend their particular interests.
